I have enjoyed a range of professional positions where I have directly delivered integrated emergency management, preparedness and response activities.

Employment

NHS Buckinghamshire, Oxfordshire and Berkshire West ICB

Head of Emergency Preparedness, Resilience and Response (EPRR), Head of the System Coordination Centre (SCC), and Deputy Accountable Emergency Officer

  • Accountable and responsible for the delivery of all emergency preparedness, resilience and response (EPRR) activity for the Integrated Care Board (ICB) and the Integrated Care System, including the delivery of the ICB's System Coordination Centre (SCC).
     

  • Deputy Accountable Emergency Officer, in support of our Chief Delivery Officer, leading conversations with NHS and other partnership agencies at executive level. Including providing executive representation at the Local Resilience Forum and Local Health Resilience Partnership.
     

  • Providing direct support, as health lead, to the development of the Stronger LRF Programme / Chief Resilience Officer programme within Thames Valley, steering the structural development of the government funded pilot with a focus on health and resilience in communities.
     

  • Delivered internal policy and strategy innovation to guide the future development of resilience in the system.
     

  • Led system emergency preparedness activity for high-risk healthcare staff industrial action.
     

  • Perform the role of Duty Director for system operations and Director On-Call out of hours

NHS England

Head of Regional Operations Centre

  • Accountable for the delivery of a 10-hour a day 365-day a year operations centre providing the central nexus of operational delivery and coordination across a large region.
     

  • Chaired weekly director-level Operational Delivery Group meetings, ensuring joined up working across all teams centred on high quality patient care.
     

  • Designed and recruited a new team through a complex change process whilst focusing on creating a culture of compassionate leadership. 
     

  • Led and supported the response to numerous operational challenges, requiring the dynamic engagement of a large network of internal and external stakeholders, navigated political complexity and sensitivity at a senior level.

Head of Emergency Preparedness, Resilience and Response

  • Led the delivery of complex work programmes, from Mass Casualty to Communicable Diseases and Pandemics.
     

  • Ensured robust governance arrangements, developing Regional Steering Groups which were adopted across all programmes to bring together representation from across the NHS and partners.
     

  • Jointly led the development of a Three-Year Strategy and engineered an engagement programme to deliver this across organisational and system boundaries.
     

  • Significantly contributed through EPRR leadership to the national COVID-19 vaccination programme.
     

  • Coordinated the regional response to various incidents including wildfires, unexploded ordinance, malicious attacks, local disease outbreaks and COVID-19.

Senior Emergency Preparedness, Resilience and Response Manager

  • Led the relationships with health systems, contributing to the development of robust preparedness and response arrangements.
     

  • Delivered a novel regional framework for the approach to delivering mass medical countermeasures.
     

  • Delivered a suite of training and exercising programmes for emergencies.

Emergency Preparedness, Resilience and Response Manager

  • ​Coordinated the regional office process of assurance and governance of EPRR across 10 Local Health Resilience Partnerships, working closely with NHS England area teams.
     

  • Delivered the regional office coordination to various incidents including the highly politically sensitive novichok poisonings, working closely with the NHS at local and national levels.

British Transport Police

Resilience Planning Officer

  • Delivered engagement to a number of Resilience Forums and Programme Boards across London and the South East.
     

  • Chaired the emergency planning group for a complex multi-agency rail development project.
     

  • Developed the foundations for the force adoption of the National Inter-agency Liaison Officer programme.
     

  • Provided resilience expert advice and support to a range of major incident responses.
